Most Cyprus business sites land in the €800–€3,500 band, and the city you're in barely moves that number. What moves it, in order: how many languages the site needs, who writes the copy, whether you hire an agency or one developer, how much of the design is custom, and what has to integrate with what.

That's the contrarian answer, so here's the reasoning rather than the assertion. Limassol and Nicosia are about an hour apart in a market of roughly a million people. There's no separate talent pool, no separate cost of doing business, and no separate customer expectation to price against. Two developers in the same country quoting the same brief differ because of what they include, not where they park.

What actually drives a Cyprus quote, ranked

1. Languages

The single biggest swing, and the one least likely to be itemised. Cyprus providers put the uplift at roughly 20% on top of the project for adding a second language (Cyprus Digital Agency). That's a fair rule of thumb for a content site and it understates the case where prices, legal text or service descriptions genuinely differ per market.

2. Who writes the copy

If you supply the words, the project is cheaper and slower. If the developer or a copywriter supplies them, it's more expensive and faster. Neither is wrong — but this is the line most often left ambiguous, and an ambiguous line becomes an invoice. Decide it before you compare quotes.

3. Agency or one developer

In a market this size the gap is wide. Published Cyprus figures put an ongoing freelance engagement at €500–€2,000/month against €3,500–€12,000+/month for a full-service agency retainer (Uveler). On project work, the same source puts a basic build at €1,500–€4,500 and a mid-range custom build at €4,500–€12,000, while other Cyprus providers quote €500–€1,000 for a starter site and €1,200–€3,500 for a business site (Cyprus Digital Agency, Bandziuk).

That spread between sources is not an error — it's the agency-versus-individual difference showing up as a price gap rather than a described one, which is precisely why comparing on scope beats comparing on totals.

4. Design depth, then integrations

Template, semi-custom, or designed from scratch — three different products often sold under one phrase. After that, anything that has to talk to another system is priced by that system's API, not by your requirements.

The multilingual cost nobody quotes

Worth expanding, because "add Greek" sounds like a content task and isn't. Four separate pieces of work sit behind it:

  • Translation — either a human translator you pay, or machine output somebody has to review. This is a recurring cost, not a one-off.
  • Layout that survives longer text. Translated strings routinely run longer than the English they replace, and a design that only ever saw English breaks in ways nobody notices until launch.
  • A language switcher that remembers the visitor's choice and doesn't dump them back on the homepage when they use it.

Ask any provider for the twelve-month total rather than the build price. That's the number you're actually committing to, and it's where a cheap quote and an honest one separate.

When the city does buy you something

Not never — just not through price. A Limassol or Nicosia developer can sit in your office, can often write Greek marketing copy rather than commissioning it, and shares your jurisdiction if something goes wrong. Those are real goods. They're just not what the number at the bottom of the quote is measuring.

If in-person work is how your business actually runs, buy that deliberately and accept the cost. What I'd avoid is paying a premium for a local address you never use.

When you should hire locally instead

If your site needs Greek copy written from scratch rather than translated, hire in Cyprus — that's a copywriting job in a language I don't work in, and a translator bolted onto a remote build is the more expensive route to a worse result. Same if you need someone physically present, or an in-country supplier for procurement.

What I'd recommend

Stop comparing cities and start comparing scopes. Write one brief, name the languages, say explicitly who supplies the copy, and send it to everyone. The quotes that come back will differ for reasons you can actually evaluate — which is the whole point of getting three of them.
